Shabaki told al-Sumariya news agency that the reasons that the October agreement has not been implemented are “clear and real,” the main one being the people of Shingal’s rejection of the deal.
“Unfortunately, despite the severe failure in the performance of the Kurdish forces in the areas of Shingal and the Nineveh Plains, there are those who persist in trying to impose their administration on these areas,” he said.
Located in northwestern Nineveh governorate, Shingal is part of the disputed areas, which are claimed by both Baghdad and Erbil.
Baghdad and Erbil reached an agreement on October 9 designed to normalize security in the district, primarily by providing for the removal of armed groups from the district, including those affiliated the Kurdistan Workers’ Party (PKK), and enabling the return of displaced people.
